It's for people without subscriptions, yes. That said, it *might* let you tack on a second year for cheaper - I'm really not sure. I guess all you can do is try it and see!

It's a pity if it's only for new subscribers :-( I've been a subscriber for a few years and it would very nice a reduction of price.
