This is something Opera offer, called Opera-mini. Dunno how long they've been doing it - ie who came up with it first, but they say: "... a remote server pre-processes the web pages before sending them to the phone ... "

The URL goes inside the [url] tag, with the description between the tags, if you want to avoid a display so wide it goes into the next room
e.g.
