VCD and MOV/WMV

Does any one know of a good program that will allow me to take a QuickTime movie or a Windows Media Video and convert it into a Video CD.

dunno if it will work, but mplayer can encode vid as well as playback...???

QT may be a problem, but tovid will knock out a video CD of anything which (your version of) MPlayer will play (which can includes wmv). It's also very easy to use.

Anyone know if there's any libraries available to enable MPlayer to play QT?

I don't know if QT support is included in the "all" codecs available on the mplayer site...?

Vconverter

Have you tried the kconverter? look on KDE-apps.org
Should convert to mpeg-1 for you. Once in mpeg-1 K3B can burn it to a VCD easily enough.
